(Richmond)- As other states are pausing their reopening plans, Virginia is moving into phase three. Restaurants can fill their dining rooms to full capacity. People are allowed to work out at gyms and fitness centers up to 75-percent of the facility’s capacity. Virginians can visit salons and barbershops without an appointment. Gatherings of up to 250 people are given the green light just ahead of the 4th of July holiday. The restrictions on bars will remain the same. Bars will not be allowed to fully reopen, restaurants will be allowed limited table service in bar areas but people cannot sit at bar counters. It was a late decision by Governor Ralph Northam who said he changed his mind after other states saw a spike in coronavirus cases.
